Africa’s Land Rush: Rural Livelihoods and Agrarian Change – a new book

There is a rush on for African farmland – a phenomenon unmatched since colonial times. Africa’s land rush, and the implications for rural livelihoods and agrarian change, is the subject of a new book that I have edited together with Ruth Hall (from PLAAS at UWC, South Africa) and Dzodzi Tsikata (ISSER, University of Ghana at Legon). It includes a series of cases from Africa, written by researchers associated with the land theme of the Future Agricultures Consortium, and you can get a taste of the content from the introductory chapter, available here. By some estimates, 70% of the land transacted globally in large-scale deals in recent years has been in Africa, often considered the world’s last reserve of unused and under-utilised fertile and irrigable farmland. This is what has lured investors motivated by rising food prices, by growing demand for ‘green’ energy, and by the allure of cheap land and free water. But governments have often allocated to investors land that is occupied, used, or claimed through custom by local people, resulting in disrupted livelihoods and even conflict.

The case studies in the book show the striking diversity of such deals: white Zimbabwean farmers in northern Nigeria, Dutch and American joint ventures in Ghana, an Indian agricultural company in Ethiopia’s hinterland, European investors in Kenya’s drylands and a Canadian biofuel company on its coast, South African sugar agribusiness in Tanzania’s southern growth corridor, in Malawi’s ‘Greenbelt’ and in southern Mozambique, and white South African farmers venturing onto former state farms in Congo.

In many cases these big international deals were on land that had previously been state farms, and before that colonial estates. In the mainstream narrative of a ‘land grab’, there is little sense of the history of large-scale farming and how this evolved at different moments – and our research shows how recent land deals mimic and even resurrect forms of large-scale farming from the past.

A recurring theme in the book is the pivotal role of African governments – as actors and referees – in large-scale land transactions and how this is influencing change in local agrarian systems. States were willing to make major changes to their economic policies, provide preferential terms and often failed to leverage benefits in their attempts to keep investors coming.

Contrary to the popular depictions of a rampant neo-colonial push, dispossessing local people while investors cashed in, in fact some investors are having a rather hard time of it. New commercial investments are vulnerable to difficult agroecological conditions, changing market trends and local politics. Local people are certainly carrying many of the costs – most commonly, the loss of grazing land, water and forests – but there are also clear local ‘winners’ from the process. The picture is far more complex than has been portrayed in many mainstream accounts.

Many of the book’s case studies document deals that failed. Land was demarcated, people excluded, but in the end investments failed to materialise – or did so only with low levels of production and employment. But despite the African countryside being littered with failed agricultural commercialisation projects (as it has been for decades), there are major changes afoot, as land changes hands, and a new politics of access unfolds.

Such changes in who holds land, how it is farmed, at what scale, with what technologies, and for what value chains are profoundly reshaping rural societies and economies in ways that will have long-lasting impacts. Will farmers become wage workers or move to cities? Will smallholder production persist – or perhaps even thrive – alongside large-scale investments? Will people be incorporated into commercial ventures as outgrowers, and will this enable them to improve their livelihoods, educate their children, and move out of poverty?

While these deals are diverse in their contexts and design, the direction of change is clear: towards commercial production by medium- to large-scale local farmers alongside larger estates, now owned not by colonial powers but by foreign or multinational companies, often in partnership with domestic capital. As with previous moments of enclosure and commercialisation, Africa’s recent land rush is already sparking resistance and counter-movements.

Community responses have varied from enthusiastic support to outright hostility and resistance. In some cases, initial support for investment and the promise of development turned to hostility in the face of disappointments. Within communities, certain groups found new opportunities for employment or for enterprises linked to new commercial operations. But across our studies, many were locked out of these new opportunities and we found people resorting to various acts of resistance including theft, destruction and acts of vandalism.

Since its peak following 2007-08, Africa’s ‘land rush’ has slowed, as the real implications of investment and production have become more apparent, as opportunity costs in other investment destinations have changed, and as drivers such as spiking food and oil prices have abated, even if temporarily. Today, investors are far more cautious in their prognoses for profits: several ‘bubbles’ have burst, not least the hype surrounding biofuels. However, while the land rush may have slowed, it has not stopped. All indications are that global demand for food, fuel and feedstock will continue to drive demand for fertile land and water into the future. Growing African economies and consumer demand in urban centres compound this effect.

As the book shows, the land rush is best seen as one of a number of processes of commercialisation of agriculture, involving financialisation and commodification – not all of which result in the appropriation of land. The story is therefore far more complex than the simplistic caricatures of the ‘land grab’, as either catastrophe or opportunity. While there are both winners and losers in this process, the direction of change is towards large-scale farming linked to global markets. What is certain though is that rural Africa is being transformed in profound ways.

Water, land and politics in southern Africa: remaking Mutirikwi

A great book is just out by Joost Fontein, now director of the British Institute in Eastern Africa. It’s called Remaking Mutirikwi: Landscape, Water and Belonging in Southern Zimbabwe, and is published by James Currey. It’s long and detailed, but important and fascinating (preview here).

It tells the story of Lake Mutirikwi (in southern Zimbabwe near Masvingo) and its surrounding areas, and its influence on landscape and livelihoods through its provision of water. Lake Kyle, as it was formerly called, was completed in 1960, and was part of an ambitious project to provide water for the lowveld for the expanding sugar estates, and a European recreation area around the lake. It served both capital and racial politics, and became a symbol of the European dream for Africa.

Kyle created an Europeanised landscape – removing people to the reserves, creating game parks, and providing irrigation, all through an impressive engineering feat. It tamed nature, created an European aesthetic, and offered white residents of Masvingo and beyond a playground for fishing, hunting, game viewing and more. But landscapes are never static – they have long histories, memories and echoes of past social relations and politics embedded within them. This is a key theme for the book: pasts anchor the present, layered landscapes with multiple meanings are generated and diverse (material) cultures of belonging are combined.

The book starts with 2005-06 and with the fast-track land reform. A sense of optimism and hope is seen in the lands surrounding the lake. Old gravesites have been reclaimed, sacred groves now honoured as part of newly peopled landscape. And with this old disputes and political competition between ‘traditional’ leadership groups rekindled. The land invasions are seen by many of Joost’s informants as a restitution of ancestral lands, and the important spirit mediums of the area – Mai Macharaga and Ambuya VaZarira – reconfirm this.

Starting with the present, then moving to the past and returning to the present at the end, offers an overall story of how landscapes’ characters are hybrid creations, ones that always carry the past with them. The story of the shifts from an ‘African’ landscape to ‘Europeanisation’ through colonialism then ‘Africanisation’ again following land reform shows how politics, belonging, and discursive constructions of landscape are ever shifting. There are frequent ruptures, as new landscape visions are imposed, but also, importantly, continuity, with the past always having an influence on the present.

The book is of course especially fascinating to me having worked in this area for a long time. While our sites, where we have tracked land reform outcomes since 2000, are on the other side of the lake to where the book focuses, the stories are very similar. The reigniting of chieftaincy disputes, as the book explains in some detail in Chapters 1 and 5, has certainly dominated local politics on the Masvingo borderlands with Gutu. Such ‘genealogical geographies’ provide an important historical backdrop to any study of contemporary land use, with what the historian Gerald Mazarire calls nineteenth century “principles of territoriality” revived in a new politics of land. What is nice about this book is that this is not ‘just’ history – based on archive based reconstructions – but very much rooted in the present, informed by fieldwork immersion, and written by someone who really knows the area well, having researched and indeed lived in the area for years.

In Chapter 6, the book takes a bigger, regional view of landscape, and looks at the hydropolitics associated with the provision of water to the sugar estates in the lowveld. This complements the earlier work by Will Wolmer, and provides a useful historical background to our work on sugar and land reform in Hippo Valley. As Joost explains in the conclusion, the experience of Muturikwi is being reflected in new ways with the Tokwe Mukorsi dam, with similar issues around displacement and resettlement, the removal of people from ancestral lands, graves and religious sites, and the creation of a new tourist-friendly lake environment.

At 340 pages, it’s a long and detailed book, sometimes with some rather heavy ‘academic’ language, and a quick review cannot do it justice. But the chapters are packed with fascinating stories and important data. Other chapters deal with spirit control of landscapes, and the intersection of the material and spirit world in negotiating use and creating belonging; the contested relationship between wildlife – including fish and hippos – and people; the legacies of the liberation war and the struggles over land that occurred both during and after the war. All with intriguing, sometimes gripping, stories contained within them. For understanding the complex cultural and political histories underlying land reform in southern Zimbabwe, this is a really important contribution. Terence Ranger, historian of Zimbabwe, dies

Over the weekend, we learned the sad news that Terence Ranger, the well-known historian of Zimbabwe, had died at his home in Oxford aged 85. For those of us who have worked in Zimbabwe for many years, his work has always been an inspiration. The first two books I bought on Zimbabwe were in 1985 – indeed they were the first two ever published by James Currey after he left Heinemann and established the new publishing house as the place to publish books on Africa. They were David Lan’s Guns and Rain: Guerillas and Spirit Mediums in Zimbabwe and Terry Ranger’s Peasant Consciousness and Guerrilla War in Zimbabwe. Both of course became classics, but Peasant Consciousness was especially significant for me as it told the story of peasant struggles against colonialism in Makoni district, relating very local histories to the wider story of liberation and guerilla war, and showing how the Zimbabwe experience was so different to Kenya’s.  These peasant struggles still had many resonances in Zimbabwe when I arrived to start my PhD work the following year (and indeed do today). Although certainly not an historian, I have always found histories important in understanding contemporary dynamics, and Terry’s writings were always clear and comprehensible for the non-specialist. His scholarship and deep commitment to Zimbabwe will be sorely missed.

Born in 1929 and educated at Highgate School in north London, and later with degrees from Oxford, he is perhaps best known internationally as the co-editor, with Eric Hobsbawm, of the 1983 text, The Invention of Tradition. However, most of his career was spent working on the history of Zimbabwe.

In 1957, following doctoral work at Oxford, Ranger went to Southern Rhodesia, to the University College of the Rhodesias and Nyasaland, to teach Early Modern and Late Mediaeval British and European history. As he describes in Writing Revolt, he arrived no radical, but soon became involved in the nationalist cause, and was an active campaigner against institutionalised racial discrimination. In January 1963, Ranger was deported from Rhodesia. He then went on to the University of Dar es Salaam in newly-independent Tanzania, to establish its History Department. He joined a group of radical scholars, and talk of a ‘Dar es Salaam school’ of African nationalist history. This was defined by a commitment to African agency in its historical analysis and to the production of ‘useable’ history for the newly independent nations of Africa.

From Tanzania, he went on Professorships at UCLA (African History, 1969-74), Manchester (Modern History, 1974-87) and Oxford (Rhodes Professor of Race Relations (1987-97). In 1980, Ranger founded the Britain Zimbabwe Society with Guy Clutton-Brock, of which he was president (2006-2014). During 1980-82, he was President of the African Studies Association of the UK (ASAUK). In retirement, Prof Ranger was made a fellow of the Oxford Centre for Mission Studies.

On his retirement in 1997, he returned to Zimbabwe to bolster the postgraduate provision in the History Department at the University of Zimbabwe in Harare. In this period he distanced himself from the nationalist regime, especially as the atrocities in Matabeleland were revealed. He also supported Zimbabweans seeking asylum in the UK during the 2000s. He always aligned with the victims of the state – whether Rhodesia, Zimbabwe or the UK.
